Does it matter if they were strangers or acquaintances?
This guy and I know used to went to school together for years. We never really talked, but now, he would stare a lot.

it is almost a nonverbal statement announcing that person is interested in you.
From an article realted to body language i read that
Staring is basically seen as an aggressive act and can also be interpreted as being unbalanced.
