Do NOT "forget" to reply, that is rude, they need an accurate count for seating and catering, if you dont reply at all you leave them in "guest limbo". They extended the invitation, have the courtesy to reply. Just tell them you must "send your regrets" (if they sent an response card this could be as simple as checking a box next to "will be unable to attend"), you do not need to explain yourself, its a given that 10% - 25% of invitees will be unable to attend, its just a fact of life.

Send in the RSVP card saying will not attend, but send it with a small gift, or maybe a gift card to a nice restaurant for the two

You MUST RSVP. Remember that the bride and groom have put out money assuming that you will attend. So if you cannot go, you need to tell them via the RSVP card.
I would just fill out that you can't attend and put something like...
"So sorry we are unable to attend. We send our love and Congratulations"
You don't need a reason to justify your absence. A simple note saying that you're sorry you can't make it and a congrats is polite and appropriate.

It is the rudest thing that anyone can do, is by not sending the RSVP in. Send it, but on top, write congrat, but regretfully, cannot attend due to prior vacation plans.

something like:
Due to a prior engagement we will not be able to attend this happy event. Hope to see the happy couple afterwards and see your pictures!
Make sure you DO send the RSVP back - it is so they know numbers for catering, seating etc and it is just plain rude if you don't (so don't listen to people who say not to).

if it's by phone just say "sorry i won't be able to attend"
you don't need to explain why unless you want to.
if it's a more inforaml reply card just write a little note about 'sorry i can't come but i wish you all the merries of your new journey together' or something sweet and personal. then send them a card or gift if you want!
