Normally it is in the Start menu. On my system, when you click Start it's in the second column of options.
It is possible to disable it, so it does not appear in the menu. If you are not able to find it, odds are it was disabled. To find out, or to enable it, try the following:
1. Right click on an empty area of the task bar and select "Properties."
2. Select the Start Menu tab
-OR-
1. Click Start
2. Right click on an empty area of the Start Menu and select "Properties"
If "Start Menu" radio button is selected, follow these instructions:
3. Click Customize button.
4. Click Advanced Tab
5. Scroll down the list in Start Menu Items until you find Run command.
6. If Run Command is not checked, click to box to check it.
7. Click OK
8. Click OK
If Classic Start Menu radio button is selected, follow these instructions:
3. Click Customize
4. Scroll down Advanced Start Menu Options until you find Run Command.
5. If Run Command is not checked, click to box to check it.
6. Click OK
7. Click OK
That's it, the run command should be in the Start Menu.

If you still can't find it using what everyone else suggested, try pressing the Windows key and the letter R at the same time. The Run bar will show up.
