Since Atheism is the belief that there is no God, why can't it be a doctrine?

It is a doctrine. Although the word doctrine is used heavily within religion not all doctrines are religious doctrines.
A definition of doctrine is "a body or system of teachings relating to a particular subject." As such atheism is a doctrine under that definition.

No, a doctrine is a body of statements of belief. Atheism is merely a description of a point of view. It is in essence, an affirmation of Occam's Razor, or deciding using the smallest number of assumptions.

A doctrine is a belief system/world view that a person uses in his/her daily life.
So yes Atheism is a doctrine...not a very good one since to truly claim to be an Atheist you have to have full knowledge of everything.

It's more a position on God.
Many atheists (like many here) are secular humanists (no gos, ghosts, goblins, or things we can't prove), which fall more under the "doctrine" label.

There is doctrine involved. It is most definitely a belief system. Personally, I could ever have the faith it requires to be an atheist. That is truly blind faith.
