It can serve to help keep balance. When you walk on a narrow beam you use your arms outstretched to keep your balance. Dogs can use their tail for the same purpose. Watch a dog when it makes a quick turn (like chasing another dog). If the dog makes a quick left turn the tail will go to the right to help keep the dog balanced.

They use their tails to communicate with each other. since dogs cannot talk they use their tail, and form of posture to do their talking.

Why ask only about dogs? What about cats, geckos, elephants, giraffes, mice, fish, etc. Would seem to be a very useful evolutionary appendage.

2 things:
Physically, it helps get balance when running, turining etc !!
It can even chase away flies [this is a guess]
Mentally, it is to show emotions ..
For female dogs,
they use it to protect themselves if it is being attacked by a male dog etc ..
