Chlorox and bleach is not only toxic to cats but will attract them back to the same place. Ammonia will also attract a cat back to the same place because these things are in cat urine.

If he's not neutered, that is the number one cause of these problem, entire cats are driven by hormones and can't help it, it's a natural thing to do. Once they start, it's difficult to break the habit.

Retrain the kitty, put him in a room (laundry or bathroom) where it's easy to clean up and have his food litter, water and bed in there. Keep him there until he is using the tray properly. You can use a large crate if you have one too. Ensure that his food and water aren't too close to the litter, cats don't like soiling near their food and water and don't want to eat contaminated food. You can buy or make (if you can sew) something called stud pants so you can bring him out for a little while to be with you, they're like diapers for cats but reusable when washed.

It's possible he can still smell where the other cat has been even if you can't so you will need to clean it with an enzyme based cleaner. You can buy those specially for pets, or you can use one from the laundry section of the grocery store. Ensure it has no fabric softeners as that is ammonia.

I have recently found that cola seems to work, you need to put a can of cola (just enough to cover the stain) onto the area and leave it, at least 10 minutes but where it's urine, I leave it about an hour. Then you wash it really well with hot soapy water a few times and then rinse it with hot water and vinegar. Test the cola in a spot you won't see first to make sure it won't stain anything.

Keep washing it. A little eucalyptus and citrus oils on cotton balls in the spot should help to stop him returning there.

Ammonia will attract him to wee in the same place. Any ammonia based products will because urine is ammonia based itself.
Saturate the area where he has pee-d with white vinegar, this will neutralise the odour. Your appt will smell of vinegar for a while, but it is better than cat wee.
If he isn't neutered have this done as well. But it looks to me it isn't spraying but he has just found where he thinks it is okay to pee because another has done it.
On the subject of spraying - both make and female cats spray.
