The speech can be as long as she wants.

House captain is like captain of your team or form in school. They are sometimes different colors as well.

I have never heard of a house captain. But I will try to think of what you mean and give some ideas. How about how she would consider different situations. How she would handle bullying, How she would talk to a teacher for another student that doesnt dare. How she would try to put herself in everyones shoes to figure things out. Not be particial to anyone. I hope something here help. I don't know what it is she wants. Sorry.

I have no idea what a 'house captain' is, so I can't help with the wording or direction of a speech. Except to keep it directed at what she can or will do if in the position and why she believes she can do it.
I can help with suggestions for speaking well and making a good impression.
-don't use common phases or slang - so he goes.../fair weather friend.../not so fast.../closure.../dude../dog...
-DO NOT use fillers - um../anda../so.../you know.../anyways..
( this is the most dificult thing to avoid. You can help her by listening to her speech and counting the times she uses 'um' or whatever. Each time she practices the speech, she should be able to cut the number of times she does this, until she goes right through it without a single 'um')
-She should also practice in front of you and others. This will help her feel comfortable speeking in front of a group. It is easier in front of strangers than a group freinds and class mates.
-Make an outline of the speech, not word for word. This way, she can stay on course but will not be reading the speech. If she has specific facts like numbers of widgets or times of day or names, she should keep that information readilly available and use it when necessary. No problem with letting the audience know you have these details written down.
-Look toward the audience not at the notes and look directly at a person (eye contact) briefly then at another and another. This makes people feel you are talking to them. It also makes one believe what she is saying. Don't look at only those in front, on the left, or the right....look at persons around the audience. Look left, then right, then directly in front, then in back, and so on.
-Glance down at the notes. (The notes should be large enough so focusing is easy.) Keep a finger, inconspicuously, on the next subject so when she looks down, she doesn't have to find it. Another way - maybe better - is to use small cards. Each topic and main point noted on each one. Shuffle them to the back while covering the subject.
-Don't lean on the table or podium. If possible, stand to one side, then the other, then behind it. If she feels uncomfortable moving around, pick a spot; just make sure to speek -look- at persons all around the room.

This sounds like a lot to remember, but if she practices with you and others giving her feed back each time she finishes -don't interupt her- she will become more and more comfortable. Your feed back should be matter of fact, not "I told you a hundred times". Simply, "your 'anda's' were better this time, you had only 5" She knows what she needs to do.

Hope this helps, best of luck. I hope she get the election.

I'm assuming she's popular so I would suggest a little humor would do the trick. Being house captain probably isn't too intense and would require getting along with everyone, so a few jokes will do. I would suggest schmoozing with the people one on one beforehand, if possible.

It will depend on which subject she want the speech and also what will be the time given for the speech.
