It depends how much information you already have about the person required as in KSA, everyone is registered in computer network data base. Condition is he/she must be officially residing in KSA.
Each and every person has his ID either Saudis or non Saudis. That is connected to his file in data base, available in all govt. offices, police stations etc. sometimes they just enter the mobile/phone no. of a person and all the data appears on the computer screen.
Name and nationality, Iqama/ID no. bank account, sponsor/company name etc. if any of info. like this available with you, the person can easily be found/located.

Two ways: 1) either contact the Saudi embassy/consulte in your country or your countries' embassy eg USA consulate/embassy in Saudi

it's one of the hardest thing you could do but it's gona be easier if you have any additonal details like where he lives which city ? or where he work or from where did he graduate and try to locate some freind of who you are looking to find .
it's hard but doable

I know how 2 find some one BUT I wont tell u because ;
- If u find him/her u will try 2 contact.
- If u contact then u will try 2 keep in touch
- If u keep in touch then u will ask him/her abt 2 find a job 4 u.
- If he/she finally finds sumthin 4 u, then u will try 2 come 2 KSA.
- If u will try then surely 1 day u will b in KSA.
