She could have allergies. When people have allergies it affects our nose and sinuses. When dogs have allergies it affects their skin. I would take her to the vet to have her evaluated. She may just need an antihistamine. Anti-allergy pet shampoos may help too. Some animal's allergies can get pretty bad and they need allergy shots just like people. Also, if she chews and licks her legs and paws too much it can cause breaks in the skin and infection can set in. If that happens she'll need antibiotics from the vet. Allergies are easier to control when they're caught earlier, before they have a chance to get out of hand.

I don't know what the problem is unless its an allergy or hot spot. But you can spray some Bitter Apple spray to make her stop. Make sure you are getting to right concentration to use on the dogs though. Some strengths are designed for outdoor use and needs to be diluted 50/50 or more.

She may have fleas, if that is ruled out she may have allergies. The allergy could be to something she is eating or it could be environmental. Try eliminating wheat, and soy from your dogs diet, this are very common allergies in dogs, if its possible try eliminating corn also. Diamond dog food is a good brand for dogs with allergies.

I have a shih-tzu and he chews on his paws also. That doesnt mean it is bad. Its just like licking themselves. Sometimes their paws and legs itch and they cant reach that far back and just knaw on it. Nothing serious.

It's just itchy. Bring her over and wash it with dog shampoo, and she'll be just fine.
