As a treat or once off once a month it's fine, it shouldn't be used a lot or all the time as part of their regular diet. Feeding too much fish can lead to yellow fat disease (steatitis), fromVitamin E deficiency. Cats must have taurine in their diet & fish doesn't provide enough.
Tuna is addictive to cats so they can become fussy and will only eat that, for the above reasons, you can see that's not a good idea but it's fine in an emergency or to encourage a sick cat to eat something.
It is known that raw fish contains an enzyme, thiaminase, which blocks thiamine absorption in cats. It can have behavioural and neuroatonomical consequences for the cat.

in actuality, yes. Tuna like most fish have high oil content whether canned in oil or water. Most vets will tell you that it is ok to give a small amount but not to use as food. I have 13 cats and nearly all love the smell when I open a can and within seconds they are at my feet. I give them just a small piece each but will not give them this in place of food. In your case, one time small amount should suffice until you can get to the store. Keep in mind that even cat food when noting that it has fish has a great deal of other ingredients so that the amount of fish is very minimal.

For an occasional treat, no. But on a regular basis, tuna contains alot of mercury, so only for a treat here and there.

It would be o.k in an "emergency"...just not a whole can. Do you have some Minute Rice that you could fix and mix a little of that with the tuna.
