This question doesn't make sense. Omnipotence doesn't mean that God can do something that is logically impossible. He cannot create a rock too heavy to lift. He cannot make a square circle. These are logically impossible events as it your senerio. But if you want to press the issue, then we can say "yes, God can change his mind." However, if omnipotence means that God can do the impossible, then he can also be omniscient while changing his mind.
