Nope, might be a bit sensitive on the tummy just now, Then again if she was spayed that is an actual removal of the uterus. Can't be preggers! Some cats just don't like their tummies rubbed! I have 3 female spayed. One digs it, one tolerates it and one hates it. Cats! Gotta love 'em. Leave her belly alone for a couple of weeks then check back with her.

A spayed female cat will be very sensitive and protective
while internal healing is going on four to six weeks after
surgery. It may have only been two weeks she was spayed.
Your fixed male no longer has sacs in its testicles with sperm
to impregnate anymore. Pet their head and under the chin to
assure them both all will be fine.

Its the part where they shaved and cut her belly. It is natural, so maybe she just dosn't like her belly pet, or where they stiched up the wound is sensitive most cats don't like it. The weird way her belly moves may either be the operation or natural. If she is pregnant it means that the society isn't reliable.

A new cat should be taken to a vet for an exam and innoculations. This should be done almost as soon as possible.
PS Do this ASAP before you get too attached to the cat.
PPS I am a cat lover, so I really hope there's nothing wrong.

Desexed and old cats can get a bit of a jelly belly pad, it's normal. You can increase her exercise by playing with her with wand or fishing rod type toys if she's up for it.
Most cats don't like having their belly touched, it's about trust, she really needs to trust you before she will let you near it. Some cats will never allow it.

After my female cat was spayed, it took her a while to let anyone touch her stomach. It hurt her, it's not just a snip snip of the sack.

When you say moves... what do you mean?
If it looks like something is moving around inside of her, I have no other explaination than she could be pregnant.
