very simple ! use Nero Vision xpress or use xilisoft video convertor and encode the DAT file into VOB and burn directlt from Nero Burning rom itself

Must you? Video CD is VHS quality, so even if you put it on DVD it won't look very good.
VCD is basically MPEG1 file written in a specific way. Though it's usually a whole CD or a CD image, not a file. As you are using Isobuster, I'm guessing it's a CD image.
The "proper" way to do this is to use VCDGear or VCDEasy and use the extract function to extract the MPEG1 video and audio from the VCD. You should get a MPG file.
Then you use a DVD authoring program that'll take this file, blow the video up to DVD compliant size, and write it into DVD compliant format. MPEG1 is technically acceptable for DVD, though almost all DVD's use MPEG2, which offers better compression and quality. I would try ConvertX2DVD just to see if that would work. If not... have to think of something else.

Listen man, there are 2 ways to do it.
First, you have to play this on any normal dvd player and this player must be connected to your pc with tv tuner card, then keep recording in DVD format while you play it on the player. Later you can burn it on a DVD with a DVD writer.
Secondly, you must have a DVD encoder to convert it to a DVD format to play on DVD player.

There is no need to use iso buster. Go to MPEGAV folder
of the VCD. Copy the files to a folder in PC. If the VCD has
scraches, then you can use iso buster.
There are many DVD creation softwares to convert those
files to a DVD. The low cost one comes for $20:

A VCD will play in a DVD player, at least the newer models.
If not, try ConvertXtoDVD from VSO Software.
