What does it mean when a person has decreased reflexes?

In the knee and ankle?

It means that there is something wrong with your central nervous system and you need to see a doctor about it because you aren't getting the messages to your brain the way you're supposed to get them. It might be a pinched nerve or something not sure. I'd go see a doctor about it though.

Go to a good Neurologist and have him run a few tests on you.
