Yup ^^.
It is a very formal way to say "Excuse me, but who are you?"

Also, it would be a good idea to add 'desu ka' to the end of that sentence, for proper grammatical form.

In other words...

'Shitsurei desu ga, dochirasama desu ka?'

Which, by the way... when written in Japanese, is this ^^ :

失礼ですが、どちら様ですか。
