It sounds like play fight but just keep an eye on the pup,they have razor sharp teeth and the older 1 might retaliate.Good luck. Liz.

They are just playing, having a bit of fun and enjoying each others company.My dogs do it all the time :D

its normal my dogs do it! They are just playing one of them is 3 and the other is 1

If one is taking the other's entire muzzle gently into its mouth, it is most likely dominating in a friendly way.
If they are gently nipping at each other, it is a sign of affection.
