Start with a book titled "The Holographic Universe" by Michael Talbot. This will give you a frame work to hold an understanding about the various aspects of alternate realities. After that, get your local publication that deals with psychic and holistic healing. There will usually be a beginner class in something that will interest you. Beginning Astrology will be essential at some point in your journey. The paranormal sciences are about self discovery and will be a journey you will be on for the rest of your life.

They don't have licenses.
As for what you wish to learn, there are a number of outlets depending on just what it is that you want to learn.
From the Rosicrucians who are metaphysical, to the American Society for Psychical Research, to the schools of Wicca and Witchcraft on the web.

That is a contradiction in terms. Paranormal means supernatural; science denies such. There is no such thing as a license for such people.

There's no such thing. If it's "paranormal", it is by definition NOT science.
And licenses? There's no such thing. If you had to prove anything to claim to be psychic or talking to the dead or whatever those cons wouldn't raking it in like they are.
