First of all get off of the computer, unless you are doing research for homework, study, turn in all homework assignments (completed). Go to your teacher and ask for extra help. Go to your guidance department and see if you can get another older student to work with you as a tutor in order to bring your grade up.
You are lucky that your Mom didn't ground you for the rest of the school year, you do not need a cell phone, you need to be concentrating on studying, not chatting and texting.

Hey i had an F in history just go to your teacher and ask them if you can make up missed homeworks and projects which i am guessing you have and tell your mom you are going to do this to show your teacher and your mom that you are making an effort and she will probably consider giving you your phone.
