Because you are actually guilty until proven innocent. Ask anyone who has been arrested and then found innocent. I can't think of anyone who would argue that everyone is REALLY innocent until proven guilty.

there are many reasons people feel the courts have it arranged where you are guilty until proven Innocent, first if you are in police custody, you are treated like the worst criminal the world has ever known,the police will abuse you in anyway they can and if you complain it will be worse, sometimes they get excited and beat some one to much and they die or conveniently commit suicide,if they set bail and you have someone to go your bail or enough money to pay a bails bondsman, you will be free to an extent until your court date then unless you have a pocket full of money to pay for a good lawyer you will be sent to prison, a court appointed "public pretender" does exactly what his employer tells him to do and in most cases see that you are convicted,
so youcan be another slave for the prison industries, for a whopping 35 cents per hour, some one said some thing about they would set bail unless it was murder ?? I have seen they refuse bond for some one accused of peeing in a state park or set the bond high enough so the person can't possible make it, as they want you to stay in jail until trial so they can keep you awake for a few nights before your trial so you will look beat and the jury will look at you unshaven dirty
and beat so you look like a crook to begin with and they will be more apt to convict you, they have been watching 'LAW &ORDER on T,V, wher the guilty party always beats the law even tho he is guilty, the jury will look at the man and think "this one won't get away" so they convict him with no evidence at all that is why th U,S, has more people locked up than any countr'y in the world including North Korea and China, our country has a 98.8 % conviction ratio, how the hell can a man get a fair trial with those ratios???
yes you are guilty until proven innocent, and you had better have deep pockets to keep from being guilty

There is a little matter of "Risk of Flight" and the seriousness of the offense. Unless it is murder, bail will be set for you according to what is felt necessary from you taking off!
Often I feel, especially in non-jury trials, the judge sides with the cop 99 out of 100 times! So, in district courts you probably could say you are guilty until proved innocent.

If you are referring to SIngapore...
It is Guilty till proven innocent....
(Cos there's no Human Rights Act statutes.)
But of cos when they capture you,
They would have solid evidence before napping you.
Alot of Singaporeans are not aware of laws.
If it's a home arrest warrant,
make sure that it's a original copy with the correct person issuing it.
They are NOT allowed to enter your house if there is no search warrant or if it's a photocopied one.
The originals is required.
If it's a public arrest (outdoors),
ask them the reason for arrest and prove evidence & documents to you.
And you can inform them that if you are not liable after they arrest you into the station, you can sue them for defamation and psychology issues (Eg: Tramatic Experience) that you felt being arrested.
They are not suppose and NOT to cuff you,
if they just need assistance from you in particular to a certain case.
And they have to ask politely (not being rough on you) from you to follow them back to the station.

jail is different then prison by a long shot. though it is keeping you prisoner and such it is simply to insure that you are off the streets and where you can be watched so that you do not have a chance to make a run for it.......... if you notice there are laws to insure that you will not be held long without being charged and there is bail as well... ... ...
