Charities exist. Governments exist. Needs exist. Churches exist.

Governments could use taxes to provide for the needy but Americans wouldn't like it. They'd call it
Communism.

The bureaucracy could be enlarged to ensure that churches spend their money for genuine charitable needs. Americans would hate this even more as attacking freedom of religion and the Constitution. Bigger Government they would also call Communists.

My summary is this. Mega corporations, money laundering and corrupt religion are the basis of American society. America wouldn't be America without them.

If the government wanted churches to pay taxes, then they would tax them, no matter the size of the church.
