18 is the legal age in most places...
And I just want to respond to idiots who think you can get aids, hepatitis etc from tattoos. You can, IF you go to a less than reputable place. My tattoo artist uses everything once and throws it away. No chance of cross contamination there. And you do realize STD's are SEXUALLY transmitted diseases?? NOT from tattoo needles.

You don't have to be 'old' just stupid to put ink into your body and any germs that happen to be left over from the last tattooee. Whether those germs are HIV, Hepatitis, an STD or anything else that can be transmitted through the blood.
