I say make sure that you know the Anthem. You should know all the words, and the tune. Many people take this very personally. It represents our country, and those who have died defending it, so we can enjoy freedom. It might sound silly, but I think its important to remember.
Choose a key that works best for you. The best way to do this, is to sit at the piano, and play the arpeggio in two octaves, and see if you can get all the notes comfortably. After you've chosen the best one for you, practice singing at the time of day you're going to perform.
Relax, and sing, the audience will most likely sing along with you, but they won't be nearly as good as you are! You'll be great!

Congratulations! What a great opportunity to get your voice out there. I would say, above all, pick a good key for your voice. The SSB goes very low and very high when not out in the correct key. Also, make sure that your do not "push" your sound just because you are outside. I assume that you will have a mic - so let that amplification help you - don't "push" or scream - just sing with a nice, supported tone:)
I would say, as far as singing in front of the crowd goes, just pick a spot to focus on and look there until you are finished (perhaps the flag that is being presented.)

Once you have the words down, pick a key that is comfortable for you. Don't try to pick the highest key you can sing, because nerves will cut down your range. Sing it lower so you can sound in control.
Pick a spot a ways away so you can be heard and sing to it!
Relax, remember, nobody wants to do what you are doing...they are too chicken.

practice singing outside in a wide open space. it sounds different, so it might surprise you if you haven't sang outside before. you'll do fine and it will be a great experience for you to look back on in the future.
