I don't think he is old enough to want to mate yet.
He seems to be getting around ok, and he has not fluffed up his feathers yet. The only thing i really notice is the small bobbing of the tail.

Hi there. He is really young and may be having trouble balancing on the perch for now. Bobbing is a begging gesture he is using to get hand fed. Eat new foods in front of him and act excited and he will try them. Give him a good pellet food, seeds 10%, fruits and veggies 10-20%. I bought a birdy tent and it helped a lot or my young bird would fall off her perch in the middle of the night. Hilarious, but not good for the bird. Rotate toys and use a voice that you use with small children. If you get really animated, they really respond. Give him a treat when he bobs once in awhile. The behaviour slowly goes away as late as 24 weeks. But hey, you are his flock leader. have a great relationship with your bird.

I have a budgie hen who's 5 years old and she does the same thing. As long as your guy doesn't fluff and seems healthy, s/he should be okay :-) . Their tail bounces around more after a lot of activity and with some birds, such as my 5 year old budgie, does this when there's more dust in my home, such as when the seasons change. If you're really concerned or if things continue to look suspicious, visit a good avian vet.

Good luck! Sounds like your guy is well loved!

Is the room he is in very cold ?

young birds will act a bit strangely , he may be moving his tail as an aid to balancing on the perch.

watch to see if he puffs his feathers up when he sits . Keeping both feet on the perch can also be a sign it isnt feeling well.

He either wants to mate or is sick. Is he trying to mate with things in the cage?
