You may not be beating the batter long enough to incorporate air into it. Air bubbles get trapped in the batter and along with the leaving agent causes them to rise, giving them a nice rounded top. Another thing is if your making them from scratch are you using enough baking powder or is it fresh. If it is out of date replace it with a fresh box.

Use fresh eggs and when you mix the mix with a hand mixer, move it around to incorporate air in the batter. Or, use a stand mixer. Don't open the over too much when they are inside.

Try using egg whites instead of whole eggs.

If you're high altitiude, that's also a different problem.

baking soda..baking powder..or u open the oven too much to look at the cupcakes

are you using eggs in the batter, and is your oven hot enough?
