Your switch is installed upside down. Turn it around and it will be on when it is up.

Your joking right, even a 3 year old knows how to turn on a light switch. You will see a rectangle shaped cover attached with two screws. in the middle of it is a square shaped leaver pointing down and the lights or off, flip it up and the lights will come on if there is power to the switch, the bulbs not burned out or the breaker is off.

Curl your right index finger into a "C" shape and place the straight part (between the two distal joints) against the bottom of the exposed light switch toggle. That is the little nubby thing poking out of the wall plate. Make sure you are not standing in a bathtub half full of water or that it is not on the Vernal Equanox. Then gently raise your curved finger so that it pushes the little nubby thing upward until you hear a "click" sound and the lights come on somewhere.
