There's no way to diagnose this over the internet. It could be razor burn if you shave your legs, it could be caused by dry skin, it could be insect bites, it could be a rash from an allergic reaction or contact with poison ivy. It could be any number of things. You'll need to see a doctor to get this diagnosed properly.
