Could be an allergic reaction to the washing detergent if it wasn't rinsed well enough. Seen that happen a few times. This mostly happens when you sweat and the detergent gets into your skin. Most people have a tendency to sweat during their sleep.

An itchy rash can be caused by any number of things (allergic reaction, insect bites, contact with poison ivy, etc.). Your mother should take her into the doctor to get this looked at if it doesn't improve quickly on its own. Hydrocortisone cream, which you can buy at the drug store, may help with the itching.

Give her a warm bath and put anti itch lotion on and check for insect bite. Let the air get to it.
