Sensibly, after 18 [so you can go to a reputable shop] and when you're done growing [I know a guy who shot up another six inches when he was in college; legal adulthood doesn't always mean an end to growth]. In general, I think no one should get a tattoo until they're sure they feel completely ready. Some people will probably feel insulted by this, but it's just stupid to get a tattoo merely because you can. You can also get married and join the military once you turn eighteen, but that doesn't mean you should do those at the crack of midnight either.
Information-wise, I've been prepared for a long time [started doing my research around 16 so by the time I was legal in case I knew what I wanted I'd know what I needed to know already]; it took me until recently to come up with something I know I'll want forever. For me, 21 was the perfect age because that's when it was right. It won't be the same for everyone.
And to the people who say not to do it young because your skin will look funny when you're older: guess what. I'll be wrinkly at 97 whether or not I have a tattoo. At least I'll have something to distract from my liver spots. And I hate to break it to you, but you'll also be saggy when you're old even if your skin doesn't have any ink in it.

I would say wait until you are at least 22. At 18 some people are not mature enough to know exactlly what they want, not that everyone is at 22 either. Ex. when I was 18 I wanted my boyfriends name so badly, I held off on getting a tattoo and waitied. A few years later we broke up and I got a memorial tattoo for my grandpa instead. A lot can change in a few years. Whatever age you decide, I think a good rule of thumb is to think about the tattoo for at least a year before you get it done.

If you are truthfully LOOKING for an underneath-elderly tattoo parlor, you are no bigger than any individual who could be RUNNING an underneath-elderly tattoo parlor (which, incidentally, is ILLEGAL.) In MOST locations, you must be 18 years ancient to get a tattoo. (I reside in Pennsylvania too, and I recognize that the regulation right here says 18.) I additionally recognize of a few tattoo parlors that would possibly not tattoo you if you're underneath the age of 18, even WITH your moms and dads' permission. (I consider it is a satisfactory notion.) So, move forward and appear for a location who will tattoo you... simply maintain in brain that if they are letting this rule slip via the cracks, think what ELSE they might be doing that is no longer correct (to not point out UNHEALTHY). at least 18 but after that there is no age that is better than any other. the most important thing is to have a talented artist do a nice job on a tattoo that is meaningful to you in some way. usually the tattoos that are regretted later in life are the ones that are poorly done and poorly thought out.

Anywhere between 18 (legal age, and generally best from a growth perspective) and dead (whenever that may be). Any time in there is good for a first - and a second, and a third, and a fourth, and...
Before is illegal in the US as well as being a bad idea - still growing. The dead are terrible in their aftercare.
(Although the above is meant as humor, hopefully it's understood that anytime during adulthood is fine).

You have to be over 18 to get a tattoo without parental consent. So anytime after that. But I wouldn't rush it. Wait until you find something you want permanently on your body. Tattoos are for life.

An age that you can rationally decide on something that you will honestly be happy with for the rest of your life, and not end up with your favorite video game character/TV character/etc. from high school tattooed on you.

12:01am the night of your 18th birthday. Thats the best time, trust me, and if you go to the right place, they will start tattooing you so that the tat is finished by that time or later, this way you can get started quicker.

over 18, when the body stops growing. If you get a tattoo when you're younger, you're skin has the possiblity of stretching which could alter it.

I don't know 16 or 17 I would think. My friends older brother got one at like 17 or 18, I think that's probably a good age.
