Have it catered. Rent a hall or a hotel ball room. It's probably going to be about $12000.00. But you only turn 21 once. You can have a theme like tails for the men and little white dresses for the men. Have a good band. Possibly an open bar. Taxi's for people who over do it. That's what I did for my wife when she turned 21.
