If I remember his name correctly, that's Kim Peek. He's an autistic savant, and the inspiration for the film Rainman.

It is pretty small, but I think it might be an early picture of Roy Orbison. After blowing it up he doesn't look so young. I think it was taken sometime in the 80s

I can see why people think Buddy Holly. It is the glasses.
