with oil spills, marine help, pro ocean anything like a volunteer program, maybe I can relocate if it makes a difference. with the global warming anything to help the ocean?

Oceanography is a brilliant and noble cause. There are many
areas to help. much of this depends on where you live or want
to live. Lok at Green peace, or save the whales websites. Also, If you go and visit a coastal area, walk the shoreline, bring a trash bag and maybe a burlap sack, but picking up
trash and residue that is washed up so as it does not become
a permanent part of the coastal Area, If you see what may be an oil or other foreign substance, take a Jar with a lid and Take a good sample, and bring it to the attention of the local conservationist's. Let them know what you are doning and what your interest's are; and you may walk right into the Job you want.

There are a couple of options that come to mind. I'm not sure where you are, but if you are near the ocean, you might look to your local volunteer center to find opportunities in the area that match your specific interests.

Many volunteer centers are part of a national and international network. For example, the Hands On Network has about 70 affiliates, with a handful that are abroad. With so many far-reaching connections, your volunteer center should be able to help you find opportunities or other affiliates should you wish to relocate.

Another option is to check with AmeriCorps:

There is a longer time commitment, usually one year. Americorps allows you to use your skills and talents assisting various non-profits throughout the USA.

my best friend joined the Peace Corp. She is now in Mozambique, Africa helping with AIDS relief and teaching personal hygiene techniques to the natives. She absolutely loves it. Definitely look into the Peace Corp. They do many things for many people all around the world. I had looked into it before I had my first child. It would be an experience that you could take with you for the rest of your life.
