it varies from place to place, as every country and state has different laws.

Most places you need to be 18. Some will allow things like navel or eyebrow piericngs at 16 without a parent, other places require parental permission for anyone under 18. The only thing that is the same everywhere is that you must be 18 for genital and female nipple piercings.
