A run down place is somewhere that's old and messed-up that sort of thing. For example an abandoned warehouse is run down.

a run down place is somewhere that hasn't been taken care of properly and has deteriorated. For example, the walls may have holes in them; the roof leaks and has holes in it; the windows are broken out; etc.

It means that the house, apartment, building, etc. that you are in is well used, well lived in, and no longer has a new look about it. It needs repairs, or paint, or something to spruce it up.
