Most likely it is the scar tissue under the tat becoming irritated. It may get rubbed to much by your underwear or jeans. I have a large surgical scar on my belly that gets like that sometimes.

You are probably allergic to the ink, but the allergy didnt kick in until after the healing process, couldve happened during the healing process. Ive never had a tattoo give an allergic reaction after the healing stage, but all but 2 of my 8 tattoos have gotten infected because of an allergic reaction to the ink. You will know when this happens because it will feel like it is dead, not numb, but dead. And the ink will actually be pushed out of your skin, because it is being rejected by your body.

Thats why I think its an allergic reaction, that bubbling is probably your body trying to rid of the ink that is irritating it. You really need to go to a dermatologist and get it looked at, it wont need to be removed, but you will probably be given a medication to penetrate your skin and break the tattoo up a little bit, basically the only thing that would go away would be the part of the tattoo causing the allergic reaction.

If by "bubble out" you mean that your scar tissue gets more noticeable, I experience that sometimes. I call it my scar tissue "getting puffy". Usually mine happens when I get hot or if I'm somewhere that's humid. Usually I'll just put on some lotion, and that will help it out. When my scar tissue does flare up a bit, it does tend it itch. Yet again, the lotion seems to help.

Most likely its a slight allergic reaction to whatever ink they used in your tattoo. Try some Benadryl when it flares up, see if it helps. I also notice when my skin is dry over my large tattoo on my back, it tends to get raised a bit.

Good luck!

I found that when I used Neosporin (anti-biotic cream) I itched terribly. I changed to Benedryl and A & D Ointment and that stopped the itching.
