Good for you to recognize chasing her down is her game. Try getting another toy, just like the first. Or practice inside, using treats, teaching your dog to "give" and "Take".
Start with a toy she really likes. Get her excited about it, then say "Take it" and give it to her. Play a little tug, make it fun. Then say "Give" while you put a really yummy, tasty, smelly treat to her nose. Keep hold of the treat, while she opens her mouth to take the treat. When she opens her mouth, you can take complete Control of the toy. When you are in control of the toy, let her eat the treat.
Start over with the "Take" and "Give" sequence. You are teaching her this way that the toy isn't always going away when you take it, so she'll be more likely to give it up. Plus, she gets something in exchange.

You're right not to chase her. It will only encourage this behavior.
Best thing to do is call her and if she tries to play keep-away, turn your back on her. She is looking for attention and won't want to be ignored. You could even have some food or another toy in your hands and let her see it before you turn your back. When she comes to investigate, make her sit and release the toy she has.

I have a dog that will be 9 years old this coming July (2007) and he still plays keep away with his toys. He enjoys throwing the toys around and over his head on his own, he will come over to a person with a toy and drop it at their feet just to grab it away again sometimes. He also loves to play tag-of-war with the toy, but he will drop the toy at someone's feet and the bark or growl at it when he wants the person to throw it for him.
So all you can do is be patient and let your puppy have it's fun and it will let you know when she wants you to play with her toy with her.

Have some treats in your pocket so when she is called with her toy outside, call her and show her the treat. Then say drop it. Let her sniff the treat and she will drop the toy to get the treat, say drop it again then give her the treat. she will start to drop the toy in no time, just keep telling her what a good girl she is. Soon she will do it for no treats at all.

She likes the chase, and therefore, won't come. She is training you to chase her.
Ignore her completely when whe has a toy and wait for her to bring it to you. When she does, don't grab for the toy, but praise her enormously with lots of petting and "good girls". She will probably drop the toy with the praise. Once you get the toy back, toss it and ignore her again until she brings it back.
If she doesn't bring it back, continue to ignore her outside until she drops the toy and goes on to something else, then retrieve the toy and try again.
