Okay, the closest thing to icing that youre going to get is the type of thing to put on a Bunt cake, or coffee cake type thing. On the stove, mix three parts granulated sugar to one part water. Simmer it on the stove until it thickens up, but not to long or as soon as you take it off of the heat, it will turn into a giant sugar block. If you have some, you could add some vannila extract to give it some flavor.Then spoon it over your cake. Good Luck!

You can put the regular white sugar in a blender and make powdered sugar out of it. Just pour in about a pound of sugar and let it blend on med to high speed until it turns to powdered sugar. Remove from blender making sure there are no regular sugar granules left. Put in mixing bowl and add 1/2 cup butter or margarine softened, 3-4 tablespoons milk and 1 teaspoon vanilla (or other flavoring like almond). Mix on low until blended then on medium until creamy. To make a glaze (it will pour on the cake then harden), just add more milk, 1 or 2 tablespoons at a time.

2 cups powdered sugar (sifted)
1/2 teaspoon vanilla
2 tablespoons milk
Mix the powdered sugar with the vanilla and milk. Then add more milk a bit at a time until it is thin enough to drizzle over a cake. Once you've iced your cake, it's best to let it stand for one or two hours.
To make chocolate icing, add two tablespoons cocoa powder when you mix the powdered sugar and follow the rest of the recipe above.

You could make a caramel like glaze if you melt the brown sugar with some butter.
Or if you have a good food processor, grind up that granulated sugar. Viola!!! You have confectioners sugar! And then make icing according to one of the many online icing recipies.

Got eggs? Butter? Vegetable shortening? Vanilla?
With eggs and sugar you can make "boiled frosting"....look it up.
Got some rum? Whisky? Jam? Jelly? Vanilla will do too. Make a heavy sugar syrup with 1 cup water, 1 cup packed brown sugar, add 1 tablespoon flavoring (mentioned) bring to a boil for about 2 minutes (it will thicken but watch out as sugar will burn if you aren't careful). Cool a little (room temp too cool) drizzle over what you need iced. It will coat it and soak in too. Very tasty.

I'm afraid these won't work unless you can add a little butter or margarine to some of the flour you have and the brown sugar and you can mix that and make a crumble style topping.

If you have some butter you could make a struesel kind of topping by mixing some flour, brown sugar, and butter together and sprinkling it over your cake and then broiling it a little. Otherwise, what you have won't cut it for icing...
