There is very few places that a person can smoke marijuana, and that has to be a doctor certified medical problem. Which means they can only get that marijuana from certain places licensed to sell it. Most anywhere else it is illegal still.

within the united states, pot is medically administered for folks with servere conditions. Otherwise, its...ummmmm... oh yea ILLEGAL~ .... so best to let the herb rest all the time unless you are in a country that its legal, or are on a Rx from the doctors for one of the horrid illnesses it helps.

Numerous studies show it has no long term affect on brain function. As far as general health goes it's not good for you, kind of like smoking cigarrettes.
and no u are not allowed if you have no permission from a doctor.
