I wouldn't say discourage, but they definitely prefer people who have specialized in certain areas (IE computer sciences, languages). These tend to be areas of concern (cyber crimes, illegal immigration, terrorism) and people with degrees and experience in these fields are in high demand.

From what research I've done looking into working for the FBI, they're not necessarily big fans of people with CJ degrees. These days I think they want people with law degrees, computer science degrees, some accounting degrees, engineering, and then good foreign language skills. Just try looking on www.fbi.gov

Because any moron can get a Criminal Justice degree (like myself) But you have to be kind of intelligent to speak several languages, various engineering specialities, hold a law degree, medicine, etc.

I'm not quite sure what you mean. The FBI is a criminal justice agency.
