I bought some collectibles from a guy in Peru through Paypal. It appears he is a scammer and am not going to receive anything. How do you get Visa to perform a chargeback on the purchase when your card is a debit card issued by your bank, yet bears the Visa logo? Do you call your bank or Visa?

Hi. Do it through Paypal. Go to help and type non received item, they will give you instructions on how to file a dispute, The next step is to change the dispute into a claim, just another click. That is when Paypal will freeze the seller's account for the amount of money you paid until they investigate who is right.

If the seller can't prove he shipped the items to you, then Paypal will refund you the money. Now, I think Paypal charges something for that, you should find that info on the help section too.

Your bank is the place to seek the help. VISA debit cards and credit cards operate differently. Debit card or Check card issues always are the responsibility of the bank as agreed when you got the card. VISA deals with credit transactions where a third party's money is involved. Call your branch. They will be glad to help.

Call your bank and dispute the charge. Tell them you never received the merchandise.

I disputed a charge a couple years ago on my debit card. It was a Visa, like yours. I just called my bank and it was no problem at all to dispute it. I got my money back.

Contact Pay-pal. Visa licenses there NAME to banks, but does not actually issue cards. If you dispute the charge with the bank, they will charge back against Pay-pal, not the actual seller. (The bank doesn't know who the seller is.) Then Pal-pal will ask for alternate payment and you will have to deal with them anyway.

You best bet is to go thru PayPal. I can't remember the exact procedure but there's a way to get your money back thru them. If you bought the item thru Ebay you'll have to go thru Ebay first and report the item as not sent and then they will eventually send you to PayPal to file a claim. It does take a while though but the one time I had to grow thru it they where able to get my money back.

Good Luck! A lot of credit cards will not chargeback third party transactions. Hopefully, yours will.
