I've got these NASTY bill collectors from a place called IC System calling me and harassing me. Has anybody else heard of these people?

I've never heard of them. To stop them from calling you, you need to send them a certified letter with return receipt telling them to stop contacting you.
This is a link to a sample letter that tells them to validate the debt (prove they have a reason to be contacting you) and to leave you the heck alone. Good luck....I know what it's like to not want to answer the phone. In the meantime, just tell them you've sent a cease communication letter and hang up.

Debt collection agencies come and go to often to bother learning their names. They are interchangeable anyway. NASTY gets a lot of people to send money, that's why they do it. Next time, make it clear that if they get nasty, they get a DIAL TONE. If you follow thru on that, they actually learn quickly.
