Dont make yourself so available or he will take you for granted. Not sure how later youre talking about or what time it is where you are but if it is 8 pm already I would go do something else without him. Let him wonder about you instead of you sitting there like some desperate female.
Desperate females are easy to manipulate. Go out and have fun.

He is probably just busy. I you really like him and you know he like you hold on. He will call. But if he is a flakey sort of guy who never calls just leave him. You can find somebody a lot better. Good Luck and do the right thing.

Wait for him to call, wait a week or so. Maybe he forgot. But maybe you'll need to forget about him. In a week, maybe you can call back. I wouldn't want you to sound desperate or get your hopes up for what sounds like a flaky guy.

Whatever you do, do not call him. Wait, please wait. If he calls, dont answer right away and end the conversation first. If he doesnt call at all..then he isnt that interested. Remember he should be calling you, not you calling him. Be strong!
