Made up of troops from all EU countries?

In the future yes, but the fairly distant future. Despite what the above post says, the US has been encouraging just this very concept, in order to take pressure off of NATO forces. Lately the US policymakers have been having second thoughts. Luckily for them, the EU is in no hurry to implement a military, and many member states would strongly oppose such a force if it means giving up their own forces.

It is highly desirable since military equipment programms are commonly made.

Moreover, an embryo of it call the Eurocorps already exists

This is a good way to keep military expenses low while beeing more efficient.
Also embassies should be pooled

No. No way! We (the U.S.) won't stand for it and therefore it will not happen anytime soon (not in the 21st century anyway). We have those guys by their nuts by our control of NATO so another EU armed organization will just be redundant and gets into our way (it may even turn on us).

These people had been fighting each other like dogs and cats for millenia when we put a stop to it in 1945. We are not going to let them to have an autonomous armed force that not a part of an umbrella network headed by us (the SACEUR or Supreme Allied Commander Europe is always a US general).
