I would try Wal-Mart. They are in the clearance season now and are selling things for so much off. Also check with a computer place in your town and see if they will build you one within that budget. That's how I got mine.

I bought my pc from www.tigerdirect.com They have both new and refurbished electronics. When I first heard of 'refurbished' I thought...tainted crap. But in reality..
Many new electronics are built, maybe tested once and shipped. Refurbs(at least from T.D.) are repaired using new parts and put thru a rigorous 100+point inspection. And most carry a 1 year guarantee and are half(or less) the price. In the end, you end up with a better product, cheaper price, and same guarantee without paying extra for it. Only negative thing I would say is that many offers are with rebates. I got most of my rebates back within 1 month. Read the fine print, include everything they ask for rebates and make copies. Since I bought my pc from tiger direct, I shop there for everything. My monitor came and there was a scratch on the screen because the shipping punks(not affiliated with T.D.) used it for dodgeball or something. I told T.D. and they had a new one for me free of charge the next day. Good luck!

Wal-Mart or costco. They once had this entire desktop package for like 300 bucks, it was like emachines or something. Costco carries emachines too I think.
