To avoid 'lost' passports anyone not holding a UK passport should be digitally photographed along with their passport. If they object to their face being photographed, they do not get aboard. Failed asylum seeker, illegal applicants, can then be returned to their place of origin.

For once the UK government agrees. The UK borders bill, currently going through Parliament would require all non-European foreigners living in Britain to have a biometric ID card. If they refuse to comply, they could face a £1,000 fine or be deported. In addition, the government has introduced an automatic presumption that foreigners convicted of a serious offence in any country, which results in a custodial sentence of more than a year will be automatically deported from the country.

What wouold be better is to have compliant computer systems worldwide, to scan passports and have then checked with the appropriate countrys' database, that could be done within seconds in the country the passport is actually issued in, and during the flight for others, then they could be stopped as they try to leave the airport the other end and immediately sent back from whence they originated, or arrested for carrying a fake/false passport....scanning a passport takes seconds whereas taking individual picture and details would take an age

If the home Office know they have handed out 10,000 illegal passports then it should not be a problem finding these passport holders at customs, surely they will be held on a database and flagged
The home office must know the names of the 10,000 otherwise how can they give that figure.
I am in favour of anything that will help the security of any country, and there is no way I would board a plane, bus or any other means of transport if someone was travelling in full Muslim regalia with face covered.

The passport fiasco - with 10,000 'lost'(stolen) passports is what he is on about - many terriorists turn out to be holding them.

The answer is in biometric passports - not the disgusting politico-corporate corrupt nightmare central database state Brown and this government of deceit have got planned for us with ID cards.

The key charateristics of a persons biometric measurements - fingerprints etc.. - held in chip form and matched cryptographiclly to the passport. http://news.bbc.co.uk/1/hi/technology/3389209.stm
