Grade Point Average is cumulative; it is an average of all your grades over the four years you are in school. In fact, many colleges do not really consider your senior year grades at all, since they make their decision in November or December of the year prior to admission.
Similarly, college GPAs are based upon all the work you do in college.

The GPA for all four years is counted. So if you were performed poorly as a freshman or sophomore, it can hurt.
That said, colleges can be forgiving. If you got your act together your last two years, took some challenging classes and did well, you could emphasize this on your application (for example, state your GPA for the last few semesters).
The alternative, though, can also bite you. If you did great your first few years, but became a slacker as a senior, that could cause a college to reject you. So keep your grades up.

This does not always determine if you get into a college or not. They also look at extra activies, community services, SAT or ACT scores and they also read your essays you submit.
All these factors can help you get into a college. Your school should have a college advisor, who can provide you with help and guidance on what colleges to apply to, how to apply and what colleges look for.
