One red rose says it all, then comes the words. A walk in the park on a quiet beautiful night and all the stars are visible in the sky and holding hands, just seems to make it alright. Go for it, it will feel soooo good.

When the time is right.
If you have to ask yourself what's the best way to tell someone, maybe you're not ready to say it after all. Maybe you're afraid of the person's reaction.
It should come natural. You can't put a time on it. You can't say, "ok, at 12:03 I'm going to say I love you."
It don't have the same meaning.
