Your friend said she won't be mad, so if she is really a friend, you should believe her.
Also, ask the guy out, actually, have a nice, long date first to see how it goes.
Then have your friend date him.
The boy will most likely make a decision, other wise, just be friends with the guy, both of you.

It's just a guy. Guys will come and go, but friends (usually) stick around for longer. And mean more to you afterwards. I'd say both stay away from him. Don't let him come between you, it'll just turn into a cat fight, and he won't want either of you.

It's okay that you like the same guy. As I see it what doesn't tear you apart will just strengthen your friendship. If your friend is able to put aside her feelings and tell you that, you should consider her's. Sadly, the best way to handle this is to hope he doesn't like either of you. (Upsetting, huh, but if that happens you'll have a friend to help you through it.)

Stay away from this guy. Is he worth losing a friendship? Whoever ends up with him, odds are you wont be with him forever but your best friend will be with you forever.

Which do you want more a good friend or a boyfriend? This is something you need to answer for yourself.
