It's the natural starch in the potato they use. Tater Tots are made from Russet potatoes or Ranger Russets as they're referred to in the potato biz. The potatoes are washed, peeled & shredded. The shreds are then forced through a tube and extruded into the fun shape we all have come to know as Tots. They are then blanched in vegetable oil. This is where the natural starch comes out to help bind the Tot together. The heat from the oil leaches the starch out. This combined with being forced or extruded through a tube yields what we all know and love as Tater Tots or Round Abouts as non Ore-Ida versions are sometimes called.

Tater tots come from the french fries that fall on the floor, during processing they are shredded and formed./ So its starch that holds them together.
