Every gym is different. Where I work 14 yr olds have their own workout area with machines that are made for their size. They have full access to the club, playing basketball, swimming etc. The only place they aren't allowed is in the adult workout room unless they've taken some training to be in there. Every club is diff so call and ask if you need to.

Same privileges? You mean like using all the equipment or what? Your question needs more clarification.
I don't see why you wouldn't have all the privileges as the adult members, as long as you respected the rules of the gym and used common courtesy.
I've seen some pretty big 14 year olds. Some even bigger than me (at 6'2", 230lbs.)

It depends on the gym but I joined when I was 14 and never had trouble using all the facilities!

Some gyms requires at least a 16 year old to sign up on their own, otherwise a guardian must sign them up.

You have to be 18 years old or older to go to LA fitness and 24 hour fitness, I know that if an adult takes you, you can use their equipment there.

you have to check with each gym or fitness club in your area, they are all different regarding the minimum age
many fitness clubs have corporate policies that must be followed. if you can't find one of them then look for a hole in the wall dungeon type gym. they are almost always privately owned.

It depends on the gym and their policies, and their employees also, but if you pay for it, you should be able to use the services.
