Get something to anchor the yarn to, some kind of ribbon or cord.
Cut 2 lengths.... maybe about a foot each.
Cut your yarn double the length you want your falls and attach them to the ribbon using a lark's head knot.

Keep adding yarn till they are as full as you want.
